IGP warns recruited constables to shun intimidation, perversion of justice, human rights abuses

The Inspector General of Police, Kayode Egbetokun, has charged the Constables recently recruited into the Nigeria Police Force, to exhibit professionalism in the discharge of their duties warning them to shun acts of intimidation, harassment and perversion of justice.

He gave the charge on Thursday at the Passing-out-Parade of 212 Police Constables recruited into the Nigeria Police Force from Bauchi and Gombe States which held at the Police Training School, Yelwa, Bauchi.

Egbetokun, who was represented by the Commissioner of Police, Bauchi State, Auwal Muhammad, said that the Passing-Out-Parade ceremony of the 10,000 new Police Constables of the 2022 Batch of the Nigeria Police Force Recruitment Scheme taking place in four premier Colleges and Police Training Schools nationwide, marks a significant milestone in the Nigeria Police Force's recruitment drive. 

He said that the POP which marks the culmination of six-months rigorous training programme that has pushed the recruits to their physical and intellectual limits, signifies a pivotal transition for these individuals, as they formally assume their roles as professional police officers, leaving their civilian status behind and embarking on a career of service and duty.

He charged the graduating Constables to note that the responsibility of policing requires the highest level of professionalism and integrity, adhering strictly to the rule of law and established procedures. 

"Your role demands empathy and compassion towards the civilian population, particularly the vulnerable, while maintaining firmness and fairness in all interactions. Strive to be perceived as a friend and partner to the public, inspiring hope and confidence in the security apparatus. Remember that the uniform you wear and the office you hold, are symbols of trust and responsibility, never to be exploited for intimidation, harassment, or perversion of justice. 

"Abhor all forms of lawlessness, human rights abuse, and unprofessional conduct. Instead, utilize your authority to protect citizens, enforce laws, and apprehend criminals. 

"Throughout your career, demonstrate boldness, responsibility, discipline, and loyalty to the Force, while remaining calm and composed in the face of adversity. As you progress, uphold the values of patriotism and dedication to service," he said.

According to him, in the course of their training, the recruits were instilled with the necessary orientation to effectively address the complex security challenges facing Nigeria while adhering to the principles of the law. 

He said that the Police comprehensive and research based curriculum has equipped them with fundamental policing ethics, norms, and practices, as well as modern law
enforcement principles. 

"We have high expectations for this graduating class of Constables, and we are confident that they will uphold the values imparted to them during their training, thereby contributing to the enhancement of law enforcement in
our country. 
"The successful completion of this recruit training and today's graduation ceremony, mark a significant milestone and a major step forward for the Federal Government, under the
leadership of His Excellency, President Bola Ahmed Tinubu, GCFR. This achievement demonstrates the government's commitment to strengthening the Nigeria Police Force by addressing the longstanding manpower deficit. 

"The President's approval for the annual recruitment of 30,000 Police Constables over the next few years is expected to strengthen our internal security, enhance police performance, and promote optimal police service delivery nationwide.

"The current Police administration under my leadership is fully aligned with Mr. President's vision and is committed to driving the renewed hope initiative towards transforming the Nigeria Police Force into a reformed, well-positioned, and capable institution that effectively fulfills its internal security mandate," he said.

Egbetokun said that pursuant to the Community Policing principle of the current police administration, a significant majority of the newly graduated Police Constables have been posted to their states of origin noting that the strategic deployment aims to augment ongoing law enforcement efforts and reinforce the fight against crime at the grassroots level. 

He said: "I am confident that these new officers will demonstrate exceptional professionalism, integrity, and dedication to service, thereby upholding the honour and prestige of the Police Force.

"To the new Constables, your graduation today signifies that you are the lucky few that have been found worthy in character, learning, physical and mental fitness to serve Nigeria, your Fatherland. On behalf of the Nigeria Police Force, I extend my warmest congratulations to each of you on this
outstanding achievement. 

"I also warmly welcome you into the ranks of the Police family, a proud and resilient institution dedicated to serving and protecting our nation. As you embark on your careers, I wish you a fulfilling and successful tenure, filled with opportunities for growth, development, and service to our beloved country.

The Police Boss expressed gratitude President Bola Tinubu, for his unwavering commitment to transforming the Nigeria Police Force into a modern, world-class policing institution, assuring him that they are dedicated to sustaining this momentum, expanding their efforts, and fulfilling their national policing mandate, in
alignment with his visionary leadership.

Also speaking at the POP, the Chairman of the Police Service Commission, Deputy Inspector-General of Police, Hamisu Argungu (retired), who was represented by the Director of Procurement, PSC, Ahmed Aliyu, assured that the commission will continue to support them and ensured that their career progression will be predictable and within the requirements of established rules and regulations.

He said that the PSC will monitor their activities closely inorder to check acts of indiscipline and unprofessional conducts vowing that the Commission will not hesitate to sanction anyone found contravening the established Police rules of engagement.

Argungu said that the police service Commission will continue to support them in their carrier progression to be predictable with the establishment of the rules and regulations.

He said: “I believe you are with the constitutional mandate of the commission which is provided in section 153 of the 1999 constitution of the Federal Republic of Nigeria as amended

“There is need to remind you that our nation’s has a lot of security challenges of banditry, kidnapping, arm robbery and terrorism among others.

"Remember that the office of the constables is a signifies office and deserve respect and dignity for the development of the country. The commission expect that you conduct yourself in a manner deserving police officer."
